Patrol officers responding to a burglar alarm find veteran Police Lieutenant Fannie Dardano shot to death in a deserted South Memphis shopping center. It first appears that he was shot while investigating a burglar alarm at an electronics store, but the crime scene doesn’t support that theory. As word of his murder spreads across the city, concerns grow among many city officials. During much of Dardano’s 32-year career with the Memphis Police Department it had been rumored he was a bagman for corrupt police officials and politicians. The first elected black Mayor of Memphis is in a heated race for a second term as Mayor of the City of Memphis and cannot afford a police scandal at this point. When his newly appointed Director of Police Services notifies him of Dardano’s murder, they both decide it would be in everyone’s best interest if the District Attorney’s Office assisted in the investigation of the Lieutenant’s murder. The case is routinely assigned to Detective Rachel Morgan, a female homicide investigator with the Memphis Police Homicide Bureau, and DA Investigator Jake Shannon. Shannon is a former Memphis Homicide detective who after a distinguished career with the Memphis Police Department, moved over to the DA’s investigative staff. Before solving this high profile murder case, Jake and Rachel must work through their own personal differences that have resulted from a failed love affair between the two. There is friction from the very start as both of them maneuver to take control of the investigation. To further complicate the investigation, there had been bad blood between Jake and Lt. Dardano dating back to Jake’s rookie years as a police officer. Jake half-heartedly enters the investigation personally feeling that Dardano had met a deserved and fitting end. Rachel eagerly approaches the case with the belief it is a genuine opportunity to prove once and for all that a female homicide investigator can play hardball with the best of them. Inspector Bill Heiden is a twenty-year veteran of the Memphis Police Department who moved up through the ranks quickly with the help of powerful politicians. He is the corrupt Commander of the Memphis Police Organized Crime Unit, and his equally corrupt Executive Officer, is Captain Greg Davis. As Heiden moved up in promotions, he carried Davis along with him. Both are part of a larger criminal conspiracy that stretches from one end of the state to the other. They answer to a clandestine crime organization known only as ‘The Committee’. As soon as word of Dardano’s murder reaches Heiden, he tries to take covert control of the investigation by planting a homicide detective, who is loyal to him, on the investigative team. Heiden and Davis realize early on that they must try to derail the murder investigation to avoid exposure of their own involvement in the larger criminal conspiracy The murder investigation takes on many strange twists and turns. The first peculiarity of the case is that no one on the street seems to know who really committed the murder. With most major crimes, usually an informant on the street has pertinent information he is willing to exchange for personal favors, but not in this case. This causes the investigation to drag on, Heiden, and Davis become concerned that one of their protected drug dealers may crack with pressure and bargain them away for a lighter prison sentence. They soon realized that in order to protect themselves, they have to either find the real killer and direct Jake and Rachel to him, or manufacture enough evidence to point them toward a plausible suspect. As Jake and Rachel follow leads from the murder investigation, they stumble upon the larger criminal conspiracy. Their professional careers and possibly their lives become uncertain when they unknowingly become targets of ‘The Committee’.
