|This document shows a systematic and comprehensive solution to one of the most evident problems in the Philippines today. It is written with the objective of providing a basic understanding of terrorism, past deficiencies,international connections,its impact on our economy,what are the measures to be taken to combat terrorism, and how we fill in the gap that would bridge the solution to the problem.
This work is the outcome of the integration of our field research and present situation, all of which give insights into the nature of terrorism in the Philippines.
Throughout, this document attempts to illustrate and concretize experiences, past shortcomings, terrorist capabilities, policy framework of the Arroyo Administration, the international and domestic policy for combating terrorism, and the strategies on how to address terrorism. This document also presents the areas for improvement and what needs to be done to fight terrorism. It is our fond hope that this document would provide a sound understanding of terroristic views, issues, and problems that affect the lives of every Filipino.
This document is presented in a certain level of abstraction which is believed to be essential. In the assessment of terrorism, we have traced the origin and development of terrorism in the Philippines, described its techniques and showed its effect with the economy, and pointed out the role of increasing the strategies and capabilities to fight terrorism.
Indeed, the thrust towards a prosperous Philippines requires the ardous process of transferring the aegis of terrorism from the hands of the government to the hands of the domestic society and engage in mutual support in combating terrorism.
This is the essence of this document. It shows that the government stands squarely against terrorism and has taken concrete steps to redirect its efforts in light of recent global events. It shows that the government responses are geared towards helping the U.S. led coalition against international terrorism. The impetus given to the idea of terrorism during the past campaigns have provided for a better understanding of terrorism in the Philippines. Likewise, there has been an increasing awareness and recognition of the need for a political perspective in diagnosing many of the country's problems as it moves from the past campaigns to the present.
The Philippine government faces the reality that development of counter-terrorism programs is deeply rooted in the development of government capabilities. The government's thrust towards capability development is a proof of this concern. The policy framework of the Arroyo Administration is a dynamic program that would initially inspire the counter-terrorism efforts.
The document concludes with an affirmation of the Phil. unequivocal support to the U.S.-led coalition against international terrorism and expresses hope that the humble effort of the Phil. government may serve the cause of the international community which is the preservation of global peace, order and security.
