His book “Managerial Challenge in the Third World” published by Praeger Publishers, New York (1986) has been praised and acknowledged among others by Willy Brandt, Lee Iacocca, Dr. Robert Blake, Dr. David Korten, Dr. James Austin (of Harvard Business School) and is widely taught from all over the world. The eminent social thinker and futurist Alvin Toffler has recognized it as “thought provoking” and has discussed its ideas at length in his book “Power Shift”. Monthly World Executive Digest of Hong Kong selected it for condensation (1987). *His second book “Permanent Revolution - Managing for Deliverable Democracy” is complete and about to be published. *He wrote over 300 weekly columns on managing for democracy in the third world for weekly ‘Pakistan and Gulf Economist’ magazine from 1982 to 1987, and a weekly column on topics in democratic management topics for “The News International” daily since its inception in early 1991, to 1996. He has lectured on topics relating to aspects of democratic national and enterprise management at universities and forums in the USA, China, Hong Kong, India, Bangladesh and the Gulf States.
Professional Career
Syed Mumtaz Saeed, currently Chairman, Tameer Microfinance Bank and strategic change management and human resources consultant. He has been consultant to State Bank of Pakistan (2000-03) (working with Dr. Ishrat Husain, Governor SBP on a World Bank project of revamp of human resources system at SBP), Central Bank of Bangladesh (2004) working for Mr. Fakhruddin Ahmed, Governor, Central Bank of Bangladesh on a World Bank project for Change Management Envisioning, Provincial Ombudsman Sindh (2004), Management Association of Pakistan (2003-04), Pakistan Security Printing Corporation (2002-05), Security Papers Ltd. (2002-04), Hamdard University (1997-99), Hamdard University Hospital (1998), and Commecs Institute of Business Education (1999-01). These assignments involved top management envisioning conferences, stakeholder analysis, SWOT, PEST and core values analyses, development of vision and mission statements and strategic goals, and institutionalizing annual business planning, integrated with performance management systems. Since 1976, he has conducted top management training for companies like Citibank, Habib Bank, UBL, MCB, Pakistan International Airlines, Shell Pak, Brooke Bond, Jenson and Nicholson (now Berger Paints), Pakistan State Oil, National Refinery, National Bank of Pakistan, Pakistan Banks Association, Pakistan Steel and Reckitt Benkiscer, Pakistan Atomic Energy Commission and various government departments.
Syed Mumtaz Saeed began his career as a strategic management, human resource management and organization development professional and consultant forty years ago. He was Director, Hamdard Institute of Management Sciences (HIMS) and Advisor, Hamdard Institute of Information Technology (HIIT) from 1997 to 1999. During his two years at Hamdard University, he led the faculty to bring HIMS to be among the three top business schools of the country recognized by the World Bank. He also coordinated the strategic plan project for the University and assisted the Vice Chancellor in the formulation of the ten-year Strategic Plan.
In his twenty years career with Pakistan’s largest bank, National Bank of Pakistan, he was Secretary to the Board of Directors, and Head of Computer, Corporate Planning, Human Resources Management & Development, and Economic & Business Research Divisions, and also Director, Jamil Nishtar National Management Development Centre, which he developed into an internationally known institute of management and organization development, serving numerous national organizations, as well as Peoples Bank of China (1988-92) and Central Asian states, providing management development and training programs for executives and managers. As Head of Strategic Culture Change Division, he was internal coordinator of Culture Change Project conducted by Price Waterhouse Coopers Consultants from UK (1995-96). He retired from National Bank of Pakistan as Senior Executive Vice President in December 1996.

Syed Mumtaz Saeed has coordinated numerous assignments in corporate management development and organization development for major civilian and armed forces training institutions including State Bank of Pakistan, Central Board of Revenue, Pakistan Administrative Staff College, National Institutes of Public Administration, National Defence College, Air War College, Naval Staff College, Naval Engineering College, Army School of Logistics, Cabinet and O & M Divisions of Government of Pakistan, as well as for CIDA, I.L.O., Islamic Development Bank, Pakistan Banking Council, Pakistan Atomic Energy Commission, Institute of Bankers in Pakistan, Institute of Marine Engineers, Institution of Electrical Engineers, Citibank, Habib Bank, United Bank, Muslim Commercial Bank, Allied Bank, Pakistan International Airlines, Pakistan State Oil, National Refinery, Shell Pak, Pakistan Steel, Exxon, Glaxo-Wellcome, Brooke Bond, Levers, Reckitt and Colman, Jenson and Nicholson, and many other multinational and national corporations in the private and public sector, as well as government ministries in Pakistan. He has conducted over fifty Managerial Grid Seminars for Administrative Staff College, Lahore as a Grid Instructor, being one of the three Pakistani Managerial Grid Instructor trained and licensed by famous management guru Dr. Robert Blake at Austin, Texas.
Education
Syed Mumtaz Saeed holds MBA degrees from the American University, Washington, D.C. (1970), and from Institute of Business Administration (IBA), Karachi (1964). Later, as part of IBA faculty, he developed and implemented (1971-77) Pakistan’s first postgraduate program in computer-based information systems, and taught courses at MBA and B.B.A. levels in all aspects of corporate management for eight years. He also holds B.Sc. Honours (Physics) and M.A. (Sociology) degrees from Karachi University.
