    Which is correct?

    "Hello," he said, "How is it going?"

    "Hello," he said, "how is it going?"

    The second one. If you want a more definitive stop between the two elements, you could render it: "Hello," he said. "How is it going?"

    Neither, in my unpublished, no-editor-being opinion. Here is how it should be:

    "Hello" he said. "How is it going."

    Reminds me of that Budweiser commercial from a few Super Bowls ago. "What are you doing?" "What are you doing?" True.
