I haven't had one in my hands, so I can't speak for its quality, but the International Directory of Magazines and Small presses lists about 4,000 magazines and presses and it's the one many people mention. I have heard that some presses have pulled their listings because of a flood of submissions. It probably lists whether an agent is required or recommended.

You should also check out the Small Press Center as they hold a conference in the spring in New York and they work in cooperation with Publishers Marketing Association.

I think the best way to determine the types of works a small press publishes, beyond the descriptions in various directories, is to make a preliminary list and then visit a bookstore. This gives you an idea about their visibility in bookstores, the look and feel of the books themselves (quality of the printing), and the focus and depth/breadth of the writing.
I have a great respect for small presses. Many are not profitable in the big sense, yet they continue to seek out and publish alternative and even mainstreams works that make important social and literary contributions.
